- Main improvements -
- New branching tech-tree system where decisions sometimes have to be made as to which technology to choose
Most of the existing techs will remain in the order they were in for R28, but a few will be moved, and some additional resource-techs will be added branching off from the resource-tech line to take advantage of the new system.
- A more user-friendly "Scan Control" page with layout improvements, and the ability to scan a list of planets in one go in a similar way to the current "Galaxy Scanner" function
- Option for small planets (under universe-average score) to now switch individual fleets (1-3) between taking part in defense and being inactive
In addition, fleets will not automatically switch mode if the planet's score goes below/above the universe-average; instead, planets over the average score will not be able to switch an active fleet into inactive mode. Fleets will also have to be set active to be sent on missions.
- Increased salvage for small planets
Planets under the universe-average score will have salvage increased in both at-home and remote-defense missions. The very smallest planets will get around a 50% salvage bonus for a total salvage rate of 80% (at-home) or 75% (remote-def), with it gradually falling as the universe-average-score is approached.
For anyone interested, the formula for the bonus is: salvage_bonus = 50% * (uni_avg_score - planet_score) / uni_avg_score
- In-galaxy donations
Donations can be made within a galaxy to planets with an effective score lower than the universe-average (the effective score takes into account unspent resources; it's the score they would have if they spent all their resources on ships).
- Misc improvements and changes -
A few graphical issues have been fixed, in-particular for IE users.
Base salvage-rates increased from 25%/20% to 30%/25% for at-home/remote defense.

Just some minor tweaks this time to (hopefully!) improve balance:
Odonata/Spirit: Wpsp 50 -> 45
Odonata/Zephyr: Wpsp 40 -> 35
Tirynius/Crusader: Arm 4 -> 5
