If you want to bring these to life, following things would be required:
Scanners give some score ( very little )
Jammers give no score
The process of determining whether a scan is succesful would include score.
number of scanners / score
vs
number of jammers / score
What do people think about this? |

those scores need to get a lot higher so scanners will have a nice score too _________________

why you want to have score for jammers? they sucky anyways if you have a good scanner _________________

Simple, nothing good comes from the scanning a planet ratio, so let every scan hit for everyone at all time. And only keep a formulae around for orbital scans.
Or even skip that, and make 1 orbital scan = 1 orbital and just initiate yourself to the top. Oh wait, that be more like PA. _________________ Retired. |
